Instructions
Process oats into flour, then mix dry ingredients in a bowl.
Combine wet ingredients in another bowl, then mix with dry ingredients.
Pour batter into a prepared pan, top with sprinkles, and bake at 350°F (176°C) for 20-25 minutes.
Mix frosting ingredients together, then spread over cooled cake and add sprinkles.
